Our constitution give the States obligation like protection of property, livelihood, even air quality. So, investment, in projects that add CO2 should not be allowed. Bottom line: As fast as possible, transistion from a society functioning on oil, gaz and coal, to a society functionaing on clean energies. And that's that. I suggest you look at the legal side, can the US or any other country guarantee as per Constitution and laws, our security, not just energy security, the Planets security and "all in it."
