We all have to wonder what Bloomberg is really thinking of with this congestion pricing tax scheme. Maybe he mostly just wants a new tax. Just wrap it up in 'concern for the environment', and people can just demonize those who oppose it.

If he cares so much about traffic jams, congestion and air pollution, why does he let Park Avenue be blocked off? Why doesn't he do anything about that?

Pershing Square Restaurant blocks Park Avenue going South at 42nd St. for about 12 hours a day/5 months of the year! This Causes Massive Congestion & Air Pollution!

But apparently it does not bother NYC's Nanny-in-Chief Mike "Congestion Pricing Tax" Bloomberg? Check out the map!

Interesting point on what turns out to be an interesting organization. Their web page on their history says: "Today's CNA Corporation—with more than 300 researchers at our headquarters and 45 analysts in the field—is the descendent of a small number of MIT scientists the Navy turned to in the early 1940s for help with the German U-boat threat."

As to Mike Bloomberg's initiatives, I will have something more on that this week beyond the wildly contentious issue of congestion pricing.

A bit off-topic here,

What kind of non-profit advertises itself a as corporation? We all know many non-profits are corporations in the eyes of the taxman, but the phrase "non-profit CNA Corporation" just sounds weird. What are they retired corporate types who want to disguise the fact they work for a non-profit?

Keep up the good work and what do you think about Bloomberg's earth day attempt at the vision thing?

Thanks, Bonnie. It's important to have a strong voice like Rudd's in Australia. (The transcripts of his remarks should be up at Brookings within the week, Bonnie indicates.) Here’s more on Rudd’s initiatives: National Climate Change Summit. Another muscular voice in Australia is Midnight Oil’s Peter Garrett, now Shadow Minister for Climate Change, Environment & Heritage.

Visit Bonnie’s blog on Central Asia to read more about Rudd’s speech.

I went to Brookings Friday to hear Kevin Rudd, the Leader of the Opposition in Australia. One thing he talked about extensively was a plan to engage China in diplomacy toward entering environmental regimes such as Kyoto. In his view, both the US and Australia will have to get on board to serve as an example. If the Honorable Mr. Rudd can finesse it, three major carbon-producing states might all join Kyoto at once. What made this particularly interesting was that Mr. Rudd, a China expert, felt that environmentalism was number 5 of China's "top five" priority list. (Ahead of free trade and democratization, for instance). To Rudd, this meant that we had some prime opportunities to engage, without "megaphone diplomacy" but with a reasoned, concerted approach that would be to the world's best interest in re: climate change.

But it does sound like an opportunity, doesn't it?
